TTARA statement on House Bill 3 (school finance reform)
The Texas Taxpayers and Research Association (TTARA) issued the following statement today regarding House Bill 3, the school finance reform bill, by state Rep. Dan Huberty, chairman of the House Public Education Committee.
The statement can be attributed to Dale Craymer, president of TTARA:
“The Texas Taxpayers and Research Association applauds House Public Education Committee Chairman Dan Huberty for filing House Bill 3, a comprehensive school finance bill that makes needed changes to our current school funding formulas that will provide resources to school districts to increase student achievement.
“HB 3 also provides much needed tax relief to property taxpayers, reduces the amount of recapture paid by high wealth school districts, increases the state share of public education funding, and maintains equity in our system as mandated by the Texas Supreme Court through uniform statewide tax rate compression.
“HB 3 will substantially ease the pressure current formulas place on local property taxpayers and creates a process to keep school taxes under control. Compressing the “copper pennies” ($1.07-$1.17) portion of school district tax rates while increasing the state aid guarantee will not only provide tax relief to taxpayers in those districts, it will also provide discretion to those school boards should they need to access additional revenue in the future.
“TTARA looks forward to working with Chairman Huberty and other members of the Legislature as the bill moves through the process.”
