TTARA’s expertise on state fiscal matters is recognized by state and national organizations, political leaders, and agency heads. TTARA monitors legislation and government finance issues to keep its members informed about state spending, economic trends, tax collection, issues related to debt, and the use of the Texas Economic Stabilization Fund (“Rainy Day” Fund).
TTARA supports the basic principle that state and local governments exist to provide necessary services to the public. Programs created in support of that mission should be reviewed periodically, and funding should be based on whether an imperative public need exists. TTARA monitors the state’s biennial budget according to this principle and supports a balanced budget and prudent management of government finances.
