TTARA Welcomes Two New Policy Analysts to the Team
We are pleased to announce the addition of two outstanding policy analysts to the TTARA team: Katie Glanz, Ph.D., and Celine Kim. Their combined expertise strengthens our capacity to deliver high-quality research and analysis on the tax and fiscal issues that matter most to our members.

Katie Glanz, Ph.D., Policy Analyst
Katie brings 18 years of experience in public policy research, legislative analysis, and regulatory strategy to TTARA. She most recently served as a Manager in KPMG’s Federal Advisory practice, where she led policy initiatives for major Health and Human Services programs, developed federal regulatory guidance, and supported large-scale program implementation.
Prior to that, Katie worked as a Senior Policy Analyst at the Texas Legislative Council, producing bill analyses, policy memos, and legislative research for state lawmakers. She holds a Ph.D. in Political Science from Johns Hopkins University.

Celine Kim, Policy Analyst
Celine brings deep experience in budget analysis, ACFR review, fiscal trend evaluation, and nonpartisan policy assessment across tax, expenditure, and debt issues.
Before joining TTARA, she conducted applied research on municipal finance and debt management at The University of Texas at Austin and supported pension policy analysis at the Teacher Retirement System of Texas. Celine has also taught graduate-level courses on taxation, financial accounting, and public finance analytics.
She holds an MPA and a BA in Political Science from the University of Alabama and is completing her Ph.D. in Public Policy at UT Austin’s LBJ School of Public Affairs.
