Katie Glanz
Katie Glanz, PhD, is a Policy Analyst for TTARA, bringing 18 years of experience in public policy research, legislative analysis, and regulatory strategy. She previously served as a Manager in KPMG’s Federal Advisory practice, where she led policy work for major Health and Human Services programs, developing federal regulatory guidance and supporting large scale program implementation. She also worked as a Senior Policy Analyst at the Texas Legislative Council, producing bill analyses, policy memos, and research for state lawmakers. Katie holds a Ph.D. in Political Science from Johns Hopkins University.

Catherine serves as Executive Assistant at TTARA, bringing to the association her experience and passion for serving nonprofits. Before joining TTARA, she was Administrative Services Manager at the Texas Library Association and worked as Administrative Coordinator for the Texas Society of Association Executives. Catherine holds a Bachelor of Science in Business Management from Louisiana State University.

Ryan serves as TTARA’s Legislative and Communications Director, where he plays a central role in developing and advancing the association’s policy agenda. He represents TTARA at the Capitol by coordinating meetings with legislators, staff, and agencies throughout the legislative process. He also leads ongoing collaboration with key stakeholders to align policy goals and support TTARA’s legislative initiatives.
In addition to his legislative responsibilities, Ryan manages TTARA’s communications efforts. He maintains the association’s website, oversees the daily news service, organizes special events, administers TTARA’s comprehensive legislative bill‑tracking system, and prepares reports and presentations for release or publication.
He graduated from Texas State University with a bachelor’s degree in Public Administration.
Jennifer Rabb
Jennifer is President of TTARA. Prior to joining the association, she was a fellow at the Baker Institute for Public Policy and previously served as tax policy advisor to the Lt. Governor of Texas, clerk of the Texas House Ways and Means Committee, and tax policy director for the Texas Comptroller of Public Accounts. Jennifer holds a J.D. from The University of Texas School of Law and an LL.M. in Taxation from Southern Methodist University’s Dedman School of Law. As an attorney in private practice, she represented taxpayers on state and local tax matters for more than 15 years.
