CPA Carl Walker joins the TTARA analyst team
Carl Walker, a certified public accountant with almost two decades of experience as a private sector tax analyst, is the latest addition to the Texas Taxpayers and Research Association staff. Walker will be the lead analyst on property tax issues, replacing Debbie Cartwright who recently retired.
“TTARA is very fortunate to have someone with Carl’s extensive experience in tax analysis join our staff,” said TTARA President Dale Craymer. “His work in the tax departments at a number of major companies that operate in Texas give him a critical understanding of the impact of state fiscal policies on businesses across all industries.”
Walker comes to TTARA from Occidental Petroleum, which recently acquired Anadarko Petroleum Corp., where he held several positions and most recently was ad valorem tax manager overseeing staff in three states. During his 15 years at Anadarko, he also gained experience in property tax appraisal, compliance, and tax policy review, including reviews of local jurisdiction tax rates and budgets. He has prior experience in severance tax and state and local income/franchise tax.
He previously worked for PricewaterhouseCoopers LLP and Smith International Inc. after graduating from Baylor University with a bachelor’s of business administration in accounting, finance and real estate.
